Hogan is Thor's enforcer and the most immediate physical threat to Carter throughout the pursuit. He is sent to bring her in after Hela's death and takes the assignment with the kind of aggrieved intensity that suggests he finds failure personally offensive. He is relentless, showing up repeatedly to corner Carter and her assembled allies with the full authority of the crown behind him and considerably more physical menace than his office would normally imply. The reason for that menace becomes clear when he transforms into a monstrous form called the Freak, a mutation that makes him a genuine match for the Hulk and temporarily overwhelms Banner's alter ego during the final confrontation.

What keeps him from being a straightforward villain is that Carter knows a version of him. She refuses to fight him seriously when she is cornered, unwilling to truly hurt someone she considers a friend regardless of which universe she is standing in. He does not share that hesitation, but the dynamic gives their confrontations an edge that pure antagonism would not. He is doing his job with total commitment, in service of a king acting out of grief.
