Banner is found in a prison cell wearing an iron mask, and he is not looking to leave. He tells Carter he prefers the quiet, that he does not do that anymore, and he means it. He has clearly reached some kind of hard-won arrangement with himself, a life of enforced stillness that keeps the Hulk contained and keeps the world at a manageable distance. Carter is spotted almost immediately. The guards to his cell, they open fire, and the choice gets made for him.

He smashes out in a bearded, furious Hulk and carries Carter on his back through the prison walls and into the city. Once at Stark's barn he reverts, cranky and grain-alcohol-steadied, and falls in with the plan to infiltrate Thor's court. His contribution to the final battle is a straight line: the Hulk against Hogan's monstrous Freak form, a collision of two superpowered brutes that threatens to bring the walls down around everyone else. The Freak gets the upper hand briefly before the Hulk ends it with a command to shut thy mouth and a throw that settles the matter. He is the blunt instrument the plan needed, deployed by someone who understood that asking politely was never going to get him out of that cell.
