When the amnesiac Sub-Mariner surfaces in New York, Captain Byrne takes the winged stranger seriously long before anyone else does. He puts out an all-points bulletin on Namor, throws a cordon around every rooftop the fugitive touches, and swears to run him down if it is the last thing he does. His men get duped more than once, chasing a planted lead toward Central Park while Namor slips away.
His real weapon is a single cold fact: Namor is part human, and without water his strength drains to nothing. So Byrne floods every water source in the city with patrols, the East River, the waterfront, even the fire hydrants. Then he lands on the spot they all overlooked, the aquarium, the most natural place in the city for a creature of the sea. The capture is almost too on the nose. His men haul Namor out of the tank exactly the way you would land anything else that swims, with a net. And then Byrne loses him anyway, sprung on a five-thousand-dollar bail check before the cell is even warm.
