Chief McNamara is the chief of the New York City Police Department in Depression Era New York and a lawman quietly on Silvermane's payroll. When he fails to appear for his standing meeting with the crime lord, Silvermane shows up to the gala dinner where he is dining with Mayor Morris.
Caught at the table between two powerful men with claims on him, McNamara attempts to excuse himself as Silvermane and Morris trade barbs over who truly holds power in the city. Both men order him to sit back down, and he finds himself pinned in a difficult spot. A chief of police with little authority of his own among the figures who actually run the streets. Later, when Mayor Morris tells him to 'Do his job', he clearly leans toward alliances with Silvermane over Morris. Odd, considering he had skipped his meeting with him just hours prior.
