Frank is a homeless World War II veteran encountered by Daniel Sousa near the docks. Sousa believes Frank may have witnessed the movement of Howard Stark's stolen technology and brings him to the SSR for questioning. Frank is initially hostile and refuses to cooperate with the agents.
Sousa attempts to establish common ground by describing his own experience as a returning veteran with a disability. Frank responds by explaining that he has suffered his own losses since returning from the war, including personal and economic hardship. Despite Sousa's effort, Frank remains reluctant to speak until Thompson intervenes with food and drink.. with which, Frank only indulges in the drink.
