Vernon Masters meets with Jack Thompson after Dottie Underwood is taken by the FBI. Thompson is frustrated that the FBI receives credit for capturing Dottie after his agents performed the work that led to her capture. Masters brushes off his complaints and tells him that he has supported Thompson since before his SSR career and reminds him that he helped secure Thompson's position within the intelligence community.
Masters explains that the Department of War is being restructured and that the SSR is becoming obsolete as the postwar government reorganizes. He encourages Thompson to think beyond the SSR and position himself for a future role in the new structure. Masters also tells Thompson that Dottie was attempting to steal from powerful men with powerful allies and that those men know Thompson stopped her.
