Now Is Not the End
Senator Webster sits on the Congressional committee that drags Howard Stark to Capitol Hill. He has the unfortunate job of attempting to pin down a man who treats every question as the setup to a punchline. He asks it straight: Did Stark knowingly sell military-grade technology to enemies of the United States? Stark's response is "Not knowingly". Webster presses, wanting to know whether he did it unknowingly, and collects a lawyerly dodge about impossible definitions for his trouble.
