Colonel Chester Phillips oversees the Strategic Scientific Reserve's Super-Soldier program, on hand for the experiment meant to transform Steve Rogers. He is present in the laboratory when the Hydra assassin makes his move and the operation descends into chaos.
He does not survive the attack. In the confusion following the assassin's bomb, Kruger guns Phillips down. His death leaves the SSR to Colonel Flynn, who takes command in his place.
