Colonel John Flynn commands the SSR in this history, a misogynist bureaucrat who takes charge after Colonel Phillips is killed by the Hydra assassin, Heinz Kruger. He sees Peggy Carter's transformation as a disaster rather than a triumph. Promised an army and a weapon, he sneers that he got a girl instead. He insists women are not soldiers and do not belong on the front lines.
His contempt does not waver even as Captain Carter wins victory after victory. He resists sending anyone after the Tesseract and dismisses Peggy's every argument by reminding her she is lucky to even be in the room. When Steve is lost on the train, Flynn is quick to blame Peggy and declare she should never have been in the field. To the end he remains a poor commander, respected by no one and contributing little, a small man overshadowed by the hero he refuses to value.
