Senator Brandt is a US senator sitting on the special committees that oversee the war effort, including the Strategic Scientific Reserve's super-soldier program. When Erskine is killed and the serum lost, Brandt sees no use in a single super soldier when the military wanted an army. Instead he spots a publicity opportunity, offering Steve Rogers the chance to become a symbol the public can rally behind. He puts Steve in a costume as "Captain America" and sends him on a nationwide tour selling war bonds.
The scheme works, with bond sales climbing in every state Steve visits, though Brandt cares more for the numbers than the man in the tights. After Steve defies the program to liberate four hundred prisoners from a Hydra base, Brandt moves to pin a medal on him for the valor and the good press, only for Steve to skip the ceremony entirely and stay in Europe to fight. His interest in Captain America runs to whatever serves the war effort and his own standing on the hill.
