General "Thunderbolt" Ross runs the gamma bomb test. He barks at Bruce Banner to speed up the countdown while waving off the caution of the world's foremost atomic scientist. He boasts that with him in charge the whole thing would already be over. Hi nickname becomes apparent as he is a blunt instrument in a general's uniform. He’s loud and certain, and has no idea that the timid scientist he just insulted is about to become the most dangerous thing the desert has ever produced.
Once the dust settles, Ross is less a soldier than a rattled father. Home with Betty, he brushes off her fear of the Hulk as an overactive imagination right up until the green giant crashes through his own doorway and seizes her. Afterward he can only hold his shaken daughter and make the one promise a man like Ross knows how to make. He will find the creature, he swears it.
