Now Is Not the End
Now Is Not the End

Roger Dooley runs the New York bureau of the Strategic Scientific Reserve. When Howard Stark skips his congressional hearing and vanishes, Dooley brands him a fugitive from justice and turns his agents loose with one instruction: find him. He hands the case to Jack Thompson and brushes off Peggy Carter's insistence that Stark is no traitor. He reminds her that the war is over and the professionals will decide who is worth chasing.

That blind spot costs him more than he realizes. When Carter begs off with a sick day for unspecified "ladies' things," Dooley grimaces, tells her to go shopping. He green-lights Thompson's operation at the La Martinique to grab the fence Spider Raymond, then spends the fallout hunting a mysterious blonde tied to Raymond's murder, never once suspecting she is the woman who files his surveillance reports. By the time word reaches him that the Roxxon refinery has been reduced to a smoking crater, Dooley is a chief chasing his own tail, certain Stark is the answer while the real work unfolds under his nose. He is not wrong to want Stark found. He is just watching the wrong culprit, from behind the wrong desk.

Bridge and Tunnel
Bridge and Tunnel

Chief Roger Dooley runs the New York office of the Strategic Scientific Reserve. He stands over the imploded ruin of the Roxxon refinery, a ten-ton knot of steel fused with wood fused with concrete, and calls it 'scary stuff', the kind of technology that could give the A-bomb a run for its money. His conclusion arrives fast and lands squarely on Howard Stark, so he points the SSR at Roxxon and orders the entire staff scanned for Vita radiation, putting Carter on the women once he decides a man doing it wouldn't be proper. When Miles Van Ert bolts and gets tripped up, Dooley takes the first crack himself, spinning a folksy parable about fishing with your buddies and the biggest fish always winning. It is charm with a hook in it. When the easy way stalls, he hands the man to Thompson, lets the hard way do the talking, and walks out with two names worth chasing.

With an address in hand, Dooley wastes no time barreling toward Cedar Grove after the missing milk truck and its driver, only to find Sheldon McPhee already worked over and making his way up the road. He watches the truck erupt in the distance, barks at Thompson to step on it, then crouches over Leet Brannis's body at the wreckage. He reads the ground, pointing out woman's footprints. Dooley closes in on the truth from every direction except the one standing right in front of him.

Time and Tide

When his agents drag in Howard Stark's butler, Dooley sees it as a big opportunity for his team. Edwin Jarvis has powerful friends and deep pockets, so he warns his men to play it clean or watch a dozen lawyers turn up by lunch. He works the interrogation from behind the glass, letting Thompson swing while he calls the shots. Then Peggy Carter slips into his office for a signature and walks off with the one report that springs Jarvis. Dooley never spots the sleight of hand. He only sees a blown case.

He hauls Carter into his office and lets her have it. Then tells her to apologize to Thompson. The reprimand is barely cold before the night turns deadly. Ray Krzeminski is murdered alongside the SSR's only witness. Dooley gathers his rattled agents to steady them. He lays the death squarely at Howard Stark's feet, demands action plans within the hour, and tells his people flat out that he will not lose another one.

The Blitzkrieg Button
The Blitzkrieg Button

Roger Dooley travels to Germany to investigate the mysterious deaths of Leet Brannis and Sasha Demidov at the Battle of Finow. He tracks down Colonel Ernst Mueller, a Nazi war criminal awaiting execution, believing Mueller may know what happened to the Russians. Dooley offers Mueller a cyanide pill as an alternative to being publicly executed (which turns out to be a breath mint).

Mueller reveals that there was no battle at Finow. Instead, his unit discovered a massacre in which the Russian soldiers had been brutally killed by an unknown attacker. The revelation deepens Dooley's suspicions about the larger conspiracy surrounding Stark's technology. Dooley returns to New York with this information and discovers that Thompson has uncovered evidence potentially linking Howard Stark to the Finow mystery.

The Iron Ceiling
The Iron Ceiling

Roger Dooley oversees the SSR investigation into the coded message and the apparent connection between Howard Stark and Leviathan. He initially intends to send Thompson, Ramirez, and Li without Peggy, reflecting the agency's continued reluctance to treat her as a field operative. Peggy changes his mind by securing the 107th Regiment as tactical support.

Dooley also investigates the Battle of Finow through his newspaper contact, Bakery Gray. The information Gray provides causes Dooley to question the official version of Stark's involvement in the battle. Dooley consequently continues treating Stark's actions as part of a larger mystery rather than accepting the simplest explanation, especially after a conversation with Jarvis.

A Sin to Err
A Sin to Err

Dooley questions Ivchenko about Leviathan and listens as the doctor frames the organization as a Soviet program designed to surpass both enemies and allies through superior weapons. Peggy repeatedly redirects the discussion toward the girls trained at the Russian facility, and Dooley ultimately permits her to pursue her theory.

Later, Ivchenko turns the conversation toward Dooley’s troubled marriage and gains his confidence. Before the doctor can fully exploit that opening, Sousa arrives with evidence against Peggy. Dooley redirects the SSR toward bringing Peggy in and assigns Yauch to watch Ivchenko, unknowingly leaving a vulnerable agent alone with a skilled manipulator.

Milestone: Killed by Johann "Dr. Ivchenko" Fennhoff

Dooley leads Peggy's interrogation and initially believes she has betrayed the SSR by conducting an unauthorized investigation involving Howard Stark. Peggy eventually tells him everything she has discovered, including the stolen Stark technology, Krzeminski's murder, Leviathan, Dottie Underwood, and the vial containing Steve Rogers' blood. Dooley takes a chance on Carter, accepts the information, and joins the effort to determine whether Ivchenko is communicating with an accomplice.

Fennhoff hypnotizes Dooley and manipulates him into retrieving a Stark weapon from the SSR's laboratory. Dooley later awakens wearing a Stark unstable experimental vest that has become an explosive device. Jarvis determines that the device cannot be deactivated. Dooley takes the vest away from the other agents and jumps from the SSR building, where the explosion kills him.
