Heinz Kruger is a Hydra assassin dispatched by the Red Skull to destroy Erskine's work and steal the super-soldier serum for Hydra. He infiltrates Project Rebirth under the false identity of, Fred Clemson, a State Department official invited to observe the experiment. His American accent and forged credentials are flawless, enough to pass the door and draw no suspicion, and he watches from the viewing cabin as the frail Steve Rogers is transformed into a super soldier.
The moment the experiment succeeds, he strikes. Kruger detonates a disguised bomb in the observation booth, shoots Erskine dead, and flees with the last vial of the formula. The newly enhanced Steve Rogers gives chase through the streets. Kruger kills several agents in his escape and even takes a young boy hostage at the harbor before casting the child into the water to buy himself time. Pulled from the water by Rogers during his escape in a mini submarine, he chooses death over interrogation, biting down on a concealed cyanide capsule as he swears that if they cut off one head, two more shall take its place.
