Timothy "Dum Dum" Dugan

Timothy "Dum Dum" Dugan is a soldier of the 107th Infantry Regiment, captured by Hydra and held prisoner in Schmidt's Austrian weapons facility. Recognizable by his bowler hat and thick mustache, he is among the hundreds of men freed when Steve Rogers storms the base alone to rescue the captured unit. Liberated, he takes up arms at once and helps the prisoners fight their way out of the burning factory.

He proves a natural fit for the war Rogers means to wage. Dugan is among the soldiers who agree to follow Captain America into battle against Hydra, joining the elite team that becomes the Howling Commandos. He fights at Steve's side across Europe through a relentless string of raids on Hydra bases, one of the loyal core standing with the Captain from the liberation onward.

Dum Dum Dugan serves as the senior and most familiar member of Peggy's wartime contacts in the 107th Regiment. He reunites with Peggy when she and the SSR team arrive near the Russian border, immediately treating her as an old friend and fellow veteran rather than an outsider. He also reminds the SSR agents that Peggy fought alongside Captain America for longer than the men did.

Dugan helps Peggy and the others navigate the operation in Russia and shares bourbon with her while they reflect on their wartime experiences. He remains confident enough to joke with Peggy even in dangerous circumstances, but he recognizes that the mission is likely a trap. After the mission, he invites Peggy to join the Commandos permanently, acknowledging her combat abilities and suggesting the nickname "Miss Union Jack."
