Dum Dum Dugan is a soldier of the 107th Infantry Regiment, captured by Hydra and held prisoner until Captain Carter storms the facility to free them. Watching her tear through the Hydra guards, the impressed Dugan wonders aloud since when do dames fight like that. He takes up arms at once, firing on the enemy as he, Carter, and Bucky are forced to take cover in a trench, until Steve Rogers comes flying overhead in the Hydra Stomper armor.
After the rescue he becomes one of the founding Howling Commandos under Captain Carter's command. He fights alongside her through the war on Hydra's bases across Europe. When the team moves to ambush Red Skull's train, Dugan ziplines down with the others to board it, part of the operation that ends in tragedy. He then storms Red Skull's base with the rest of the Commandos, freeing Steve and helping bring the Skull to his final resting.
