Alfred Morris is the corrupt Mayor of New York in Depression Era Manhattan, a public official campaigning for re-election while keeping his private dealings well out of the papers. He meets in secret with the nightclub singer Cat Hardy at a penthouse high above the city, where the down-and-out private investigator Ben Reilly photographs the two of them together while tailing her for a paying client.
Behind the polished image of a campaigning politician is an uglier man. When the meeting with Cat turns to confrontation, Morris rears back to strike her, the moment that breaks Ben's resolve to stay uninvolved and sends a strand of webbing across the room to stop the blow. The photographs of the mayor and the singer become leverage in the case, a powerful man caught in a compromising position he would pay dearly to keep buried.
