Perry is one of the hired men in Silvermane's criminal operation, a foot soldier in the crime ring that holds Depression Era New York in its grip. Alongside his fellow henchman Pudge, he handles the rougher work the crime lord requires. When the private investigator Patrick Donegal is taken in for questioning, it is Perry and Pudge who hold and torture him, working him over before Silvermane arrives to interrogate the detective and cut his throat.
When Ben Reilly returns to his office, Perry and another of Silvermane's men are waiting to ambush him. The detective senses them coming and seizes the moment, hurling a toaster into Perry's face before the two thugs overpower him and beat him down, dragging him off to be brought before Silvermane. And, of course, they lose him before getting back to Silvermane.
Perry remains one of Silvermane's hired men, on hand when the crime lord comes to do business at Ben Reilly's office. He and his fellow thug Pudge accompany their boss into the meeting, the same pair who had ransacked the place the night before. When Silvermane instructs them to apologize to Janet for the wreckage, the moment passes without their making good on it on screen.
He is present again in the woods at the end of the night, among Silvermane's men when the crime lord turns his gun on Winston as the rat in his organization.
Perry remains a supporting figure in Silvermane's orbit, one of the hired men kept close at hand. He is seen for only a moment in the crime lord's presence as Silvermane fumes over Chief McNamara's failure to appear for their standing meeting. When his partner Pudge dares to speak up in that charged silence, Perry shoots him a look caught between warning and disbelief, stunned at the man's gall for opening his mouth at all.
Perry steps in as part of Silvermane's crew to free Dirk Leyden, arriving only after Flint and Lonnie have already cleared the precinct of officers. He throws the electrical switch, handing Leyden back his charge so he can do what he does.
Perry turns up among Silvermane's men posted outside Dr. Faber's hidden laboratory during the raid. He and his fellow thug Pudge are stationed there as Ben Reilly slips past them to escape the building, the pair caught in an odd little moment, Perry appearing to perform some manner of dental work on Pudge.
Present for the battle in which Tombstone is depowered. Perry is the one to collect the spent vial that was used on Tombstone and delivers it to Silvermane.
